Rationale
The State Assistance Council (SAC) approved an increase to better support qualified private school JHS teachers teaching ESC grantees, and to clarify how TSS applies when service is less than a full school year.
What’s New vs DO 20, s. 2017
- TSS increased to ₱24,000 per teacher per school year (from ₱18,000), effective SY 2025–2026 and subsequent SYs (subject to SAC adjustments).
- Pro-rata rule simplified: ₱2,000 per full month of actual teaching service if the teacher did not serve the entire school year.
- No subsidy for partial/incomplete months of service.
- Enclosure provides sample computation scenarios used for guidance in disbursement.
TSS Amount & Eligibility
- ₱24,000 per teacher per SY. Any adjustment remains subject to SAC approval.
- Eligibility for the full amount: The teacher must have taught ESC grantees for the entire school year.
- If hired after the start of classes, or if the teacher resigned/retired before the end of the SY, the teacher receives ₱2,000 for each full month of actual teaching service during the SY.
Partial-Year Service & No-Subsidy Rule
No subsidy is given for partial or incomplete months of service. Only fully completed months are counted toward the ₱2,000/month computation.
Sample Computations (Full & Partial)
From the official Enclosure:
- Full-year service: 12 × ₱2,000 = ₱24,000.
- One full month of service: Example July 1–August 1 → 1 × ₱2,000 = ₱2,000.
- Less than one full month: Example October 10–30 → ₱0 (no subsidy granted).
Roles & Disbursement
- DepEd remits TSS funds to ESC-participating JHSs.
- The school then disburses the corresponding amount to qualified TSS recipients (per computations above).
Effectivity & Repeals
- Amended provisions apply starting SY 2025–2026 and to subsequent school years (subject to further SAC amendments/adjustments).
- This Order takes effect immediately upon approval/issuance and 15 days after publication in the Official Gazette or a newspaper of general circulation.
- Other DO 20, s. 2017 provisions not affected remain in force; inconsistent issuances are repealed/rescinded/modified accordingly.
