What “reclassification” means

Under the ECP, teachers are commonly promoted by reclassifying their current item to a higher position (instead of waiting for a vacancy), provided they meet the Qualification Standards (QS), the Philippine Professional Standards for Teachers (PPST), and the assessment requirements—subject to staffing standards and funding. There is also a +3 Salary Grade (SG) cap per promotion (reclassification or vacancy), unless a Civil Service Commission (CSC) exemption applies with proper DBM/CSC justification.


Before you apply: 5 quick checks

  1. Meet the QS. Verify that you satisfy the CSC-approved QS (education, training, experience, eligibility) for your target position. HRMO screens this first.
  2. Performance ratings. You may submit up to three (3) rating periods, and the latest must cover one full year in your current position with at least Very Satisfactory (VS).
  3. Portfolio evidence (PPST NCOIs). When your target rank requires PPST Non-Classroom-Observable Indicators (NCOIs), prepare a small portfolio. Missing MOV for any required NCOI scores zero for that NCOI (the BEI can’t substitute missing evidence).
  4. COT levels (COIs). For classroom observation, use the correct PPST-aligned Classroom Observation Tool (COT-RSP) ranges (e.g., Teacher II–III typically Levels 2–6; Teacher IV–VII Levels 3–7).
  5. Know the Call. Your SDO issues the Call for Applications for teaching positions not later than June 30 and posts the slots, QS, job descriptions, full requirements, deadlines, and timeline in conspicuous places and online.

Step-by-step: How the process works

1) Watch for the SDO Call

Read the memo carefully—note the deadline, position(s), QS, and the complete list of requirements.

2) Prepare your RFTP package (Reclassification Form for Teaching Positions)

File on or before the deadline via the Records Unit → HRMO using the RFTP (Annex B-1). It’s the form DepEd uses to determine the right classification for your position and reflects your QS attainment, performance, and assessment results.

Mandatory contents (teachers):

  • Letter of intent (to the SDS; state the position and purpose)
  • PDS (CS Form 212, Rev. 2025) with WES
  • Valid PRC ID (and competency certificate if applicable)
  • Scholastic records (SO/TOR/Diploma; include grad/post-grad if any)
  • Service Record and latest appointment
  • NEAP-accredited or relevant L&D certificates (if any)
  • TESDA NC II/TMC (for SHS-TVL, if applicable)
  • Performance ratings (≤3; latest = full year; at least VS)
  • Checklist + Omnibus Sworn Statement (Annex C-2 with Data Privacy consent)
  • Other HRMPSB-required MOVs (e.g., PPST NCOI portfolio)

Tip: Many SDOs accept electronic submissions if requirements under the E-Commerce Act (RA 8792) are met; hard copies may still be required for verification. No late add-ons after the deadline, and incomplete mandatory submissions are excluded from the official pool.

3) HRMO initial evaluation

HRMO checks whether you meet the minimum QS for the target position (education, experience, training, eligibility).

4) Assessment proper (what gets scored)

  • COIs (classroom-observable). Observations use PPST-aligned COT-RSP levels appropriate to your target rank.
  • NCOIs (non-classroom-observable). Typically includes Portfolio Annotation and a Behavioral Event Interview (BEI). If a required NCOI has no MOV, its portfolio score is zero (BEI can’t replace missing evidence).
  • Other tools (if any). Divisions may include a written/skills test to inform prioritization, but scoring follows DepEd’s official weights/points.
  • Performance rating rule. If required performance ratings cannot be submitted for reasons outside DepEd’s control, the Performance criterion is scored zero.

5) Transparency you’ll see (Open Ranking & Posting)

DepEd uses an Open Ranking System—scores are disclosed to those present; applicants may ask clarifications and acknowledge results. If face-to-face is not feasible, online/remote modalities are allowed. Results appear in the CAReER (with application codes, not names) posted in at least 10 calendar days in conspicuous places; applicants are notified through official channels.

Queries/appeals: You have 5 calendar days from posting to file questions; the HRMPSB replies in writing within 3–7 days. Processing continues while queries are being resolved.

6) Funding & approvals → DBM → Appointment

Based on the posted results, the SDS recommends candidates considering available funds and staffing standards. The RO consolidates submissions and transmits to the DBM-RO not later than November 30 for evaluation. Once DBM issues the NOSCA, the SDO releases appointments not later than March 30 of the succeeding year (or as determined in emergencies).

  • Missing MOVs for a required NCOI means zero for that NCOI’s portfolio (BEI can’t “stand in” for missing evidence).
  • Mind the +3 SG cap when choosing your target position.
  • Expect application codes on postings (not names), ≥10-day posting, and a 5-day window to raise questions with a 3–7 day reply timeline.
