1) Quick-Start Checklist

  1. Phase I window: Schedule performance planning meetings from T−1 month to T+1 month of class opening (agree on IPCRF targets and IDPs).
  2. IS Plan: Publish two CO windows—first within Q1–Q2, second within Q3–Q4—and announce each CO at least 3 working days ahead.

  5. Evidence discipline: Keep NCOI evidence lean; allow cross-cutting artifacts if individual roles are clear; no bulky portfolios.
  6. Mid-Year & Year-End: Review around month 5; finalize IPCRF after the last class day; roll results into next year’s IDPs.

2) PMES in Four Phases

  1. Phase I — Performance Planning & Commitment: T−1 to T+1 month; set IPCRF targets and annual IDP aligned to the SY’s PPST indicators; raters prepare the IS Plan.
  2. Phase II — Monitoring & Coaching: All year; walkthroughs, coaching/PD tracking, and two full-period COs (Q1–Q2; Q3–Q4).
  3. Phase III — Review & Evaluation: Mid-Year (~5th month) formative review; Year-End final IPCRF rating after last class day and before the next SY.
  4. Phase IV — Rewards & Development Planning: Use results for recognition/incentives and to seed next SY IDPs aligned with the SIP.

3) Classroom Observations (CO)

  1. Scheduling & Lead Time: Announce CO schedule ≥ 3 working days ahead; lesson plan submitted ≥ 1 day before.
  2. Protocols: Pre-conference; full-period observation; post-conference immediately or within 3 days.
  3. Inter-Observer Agreement: If multiple observers, conduct consensus-building; produce one consensual final rating (do not average).
  4. Subject-Specialist Rule: In JHS/SHS, only the subject specialist rates COIs 1.1.2/1.1.3/1.1.4; in Elementary, all assigned observers may rate those COIs.
  5. Master Teachers (HP/Distinguished): At least one teacher-ratee serves as observer to capture mentoring/collaboration evidence.
  6. Default & Alternatives: Default is in-person; when impossible (e.g., emergencies), use approved online (sync/async) or LAC-based modes; deviations require SDS approval.

4) Indicators & Rubrics

  1. Coverage: All 37 PPST indicators are distributed across three SYs; each year rates a defined set of 14 indicators (COIs + NCOIs); some repeat by design.
  2. Locked Sets: Annual indicator sets are fixed; no local modification.
  3. COT Levels by Career Stage: Teacher I–III (Levels 2–6); Teacher IV–VII (3–7); MT I–III (4–8); MT IV–V (5–9).
  4. Self-Assessment Cadence: Full SAT on all 37 indicators once every 3 years (new hires upon assumption) + annual IDP every year.

5) Evidence Standards

  1. CO Evidence: Use COT rubric and notes tied to the observed lesson.
  2. NCOI Evidence: Provide timely, relevant artifacts; cross-cutting allowed if roles are clear.
  3. PMCF Use: Record feedback, agreements, and coaching actions; avoid bulky portfolios.

6) Ratings & Computation

  1. Part I — Professional Standards (95%): 14 indicators × 6.786% each (≈6.79%) = 95%.
  2. COIs: Transmute COT levels to the PMES 5-point scale; for repeating COIs, average the two PMES scores (CO#1 and CO#2).
  3. NCOIs: Rate on Quality, Efficiency, Timeliness using the same PMES 5-point scale.
  4. Part II-A — Core Competencies: All teachers rated on a 5-point scale.
  5. Part II-B — Leadership Competencies: For teachers with supervisory/mentoring functions (e.g., MTs), 5-point scale.
  6. Final Bands:
    1. 4.500–5.000 Outstanding
    2. 3.500–4.499 Very Satisfactory
    3. 2.500–3.499 Satisfactory
    4. 1.500–2.499 Unsatisfactory
    5. < 1.499 Poor

7) Roles & Approvals

  1. Elementary Teachers (K–6):
    1. Rater: Master Teacher (MT) assigned to the grade level/learning area.
    2. Approving Authority: School Head (SH).
    3. If no MT is available: The School Head serves as Rater; the Approving Authority is the Assistant Schools Division Superintendent (ASDS).
  2. Junior High School Teachers (Grades 7–10):
    1. Rater: Master Teacher (MT) or Department Head (DH) or Assistant School Head (ASH), as applicable to the school’s structure.
    2. Approving Authority: School Head (SH).
    3. If MT/DH/ASH is not available: The School Head serves as Rater; the Approving Authority is the ASDS.
  3. Senior High School Teachers (Grades 11–12):
    1. Rater: Master Teacher (MT) or Assistant School Head (ASH).
    2. Approving Authority: School Head (SH).
    3. If MT/ASH is not available: The School Head serves as Rater; the Approving Authority is the ASDS.
  4. ALS Teachers (School-Based):
    1. Rater: Master Teacher (MT) or Department Head (DH).
    2. Approving Authority: School Head (SH).
  5. ALS Teachers in Community Learning Centers (CLCs):
    1. Rater: Curriculum and Instruction Division (CID) Functional Division Chief.
    2. Approving Authority: Assistant Schools Division Superintendent (ASDS).
  6. General notes for assignment and approvals:
    1. Follow the memo’s rater–approver matrix in full for any special arrangements or staffing variations.
    2. When any prescribed rater role is vacant/unavailable, the memo-specified fallback applies (School Head as rater; ASDS as approving authority).
    3. All ratings, CO forms, and PMES documents proceed to the designated Approving Authority per the matrix.

8) Special & Meritorious Cases

  1. CO Rescheduling/Deviations: Allowed for events beyond control (e.g., calamities) after exhausting alternative modes; needs SDS approval.
  2. Transfers/Reassignments: Carry your CO ratings and validated NCOI evidence; receiving school honors them.
  3. Promotions: If served ≥ 90 days in the new post, use the new tools; otherwise finish the year with the previous tools.
  4. Long Leaves/Study Leave (≥6 months up to 3 years): Use previous IPCRF rating per memo guidance.
