Who Should Act on This Advisory

The advisory is addressed to Executive Departments, Attached Agencies, Bureaus, Offices, GOCCs, and the Legislative and Judiciary Branches, including Constitutional Bodies

Within agencies, GFPS members are expected to lead the GMEF assessment together with representatives from relevant offices/units. 

Key Submission Requirements

Deadline

A. For agencies without an established GMEF baseline

Agencies that have not yet established a GMEF baseline assessment are enjoined to submit to PCW their GMEF self-assessment and rating covering FY 2022 to FY 2024, including the required MOVs, on or before the deadline. B. For agencies with an established GMEF baseline

Agencies with established baselines are reminded to update their gender mainstreaming performance for FY 2024. The submission should include MOVs for validation of ratings and must be submitted on or before the deadline. 

How to Package Your Submission (Practical Guide)

To help fast-track the process, agencies are encouraged to use the prescribed template and submit documents through email. The submission should include the agency’s self-assessment rating using the GMEF scoresheet, along with the MOVs arranged in separate folders and labeled per entry point:

  • Enabling Mechanisms
  • Programs, Projects, and Activities (PPAs)

Validation Process (What to Expect)

PCW monitors gender mainstreaming performance and conducts desk review and validation of GMEF assessment ratings of agencies. After desk review of submitted MOVs, an online validation with PCW officers may be conducted to finalize GMEF ratings upon request.
