GMEF Self-Assessment Scoresheet (with MOV Guide)

Author: Tchers' Den

What the GMEF Scoresheet Is For

The GMEF Scoresheet is where you transfer and consolidate the scores from the four GMEF Organizational Assessment Questionnaires (one questionnaire per entry point). After scoring the questionnaires, you add the sub-totals to arrive at the Total Score per entry point, then add the four entry-point totals to get the Over-all GMEF Score. :contentReference[oaicite:0]{index=0}

How to Use the Scoresheet

  1. Complete the four Organizational Assessment Questionnaires (Policy, People, Enabling Mechanisms, Programs/Activities/Projects).
  2. Add all item scores within each questionnaire and encode them in the Sub-Total GMEF Score rows, then compute the Total GMEF Score per entry point. {index=2}
  3. Transfer the sub-totals and entry-point totals into the GMEF Scoresheet, then compute the Over-all GMEF Score
  4. Interpret results using the Legend of Scores (Over-all Level and Level per Entry Point).

GMEF Scoresheet (Copy-Paste Table)

Use this table as your encoding sheet. It lists the key areas under each entry point exactly as shown in the handbook. :contentReference[oaicite:5]{index=5}

MOV (Means of Verification) Practical Notes

During administration, the handbook emphasizes technical preparation of MOVs and securing MOVs as references for future reassessments. It also notes that one document may serve as MOV for more than one item (e.g., GAD Plan and Budget).

Recommended MOV Foldering (for faster validation)

Organize MOVs per entry point so reviewers can validate item ratings quickly.

What the Assessment Questionnaires Typically Contain

Each entry point questionnaire contains columns for the descriptor/questions, scoring options (No / Partly Yes / Yes), and a space for Means of Verification/Remarks.

Actionable Post-Assessment Step

Agencies are advised to review items marked “NO” or “PARTLY YES” and design programs/activities to address gaps.
