PART 5 – Enclosure 4 & 5 Deep Dive: Related-Teaching and Non-Teaching Hiring Explained

This part covers Enclosure 4 (Related-Teaching positions) and Enclosure 5 (Non-Teaching positions). These two categories include some of the most important but least understood roles in DepEd.

Unlike Teacher I and School Administration positions, RT and NT jobs vary widely in function, competency requirements, technical skills, and evidence needed. This post explains the scoring system, evaluation tools, and best ways to prepare your folder for these specialized positions.


Who Enclosure 4 (RT) and Enclosure 5 (NT) Apply To

Related-Teaching (RT) Examples:

  • Guidance Counselor / Guidance Associate
  • Librarian
  • School Nurse
  • ICT Support Staff (teaching-related functions)
  • Reading Specialists
  • SPED support professionals

Non-Teaching (NT) Examples:

  • Administrative Aides III–VI
  • Administrative Officer I–V
  • Registrar / Records Officer
  • Bookkeeper
  • Property Custodian
  • Planning Officer
  • Information Technology Officer / Assistant
  • Accountant / Budget Officer

The scoring principles are similar, but the competencies and evidence differ significantly for RT vs NT roles.


How RT/NT Hiring Differs From Teacher I and SA Hiring

Teacher I hiring (Part 3) focuses on teaching competence.

School Administration hiring (Part 4) focuses on leadership competence.

RT/NT hiring focuses on technical and functional competence.

This means:

  • technical skills matter more
  • job-specific competencies dominate the scoring
  • experience must match the job’s functions
  • training must be aligned with technical duties
  • competency-based interview questions focus on problem-solving

The Major Components of RT and NT Scoring

The scoring system usually includes:

  • Education & Eligibility
  • Relevant Training
  • Experience (Technical Function)
  • Performance Ratings
  • Technical Skills Test (when required)
  • Behavioral Events Interview (BEI)
  • Specialized Certifications / Skills

1. Education & Eligibility

Education must align with the job. Examples:

  • Librarian → BLIS + Librarian Licensure
  • Guidance Counselor → Master’s in Guidance + RA 9258 license
  • Administrative Officer → Business, HRM, Psychology, Public Admin
  • IT Roles → ICT-related degrees or certifications
  • Nurse → BS Nursing + PRC License

Eligibility (Civil Service Sub/Professional, PRC license, or job-specific eligibility) is mandatory for most NT positions.


2. Relevant Training (L&D)

L&D must be aligned with the job’s technical and functional requirements. Examples:

For RT:

  • Guidance skills, counseling techniques
  • LIS systems and SHS career guidance
  • Library management, cataloguing systems
  • School health programs (for nurses)

For NT:

  • Records management
  • Procurement rules (RA 9184)
  • Financial systems (Bookkeeping, Budgeting)
  • ICT systems and troubleshooting
  • Data management and analytics

The stronger the alignment, the stronger the rating.


3. Experience — The Strongest Indicator of Technical Competence

Your experience must show actual exposure to the job’s duties and responsibilities.

Typical valid experience types:

RT:

  • guidance/counseling sessions
  • library operations
  • health services delivery
  • reading program support

NT:

  • clerical/administrative work
  • records/inventory management
  • financial management or accounting
  • officer-in-charge tasks
  • data encoding/processing
  • ICT support functions

Required documents:

  • Service Record
  • Certificates of Employment (with duties)
  • Designations / Assignments
  • Outputs (if required)

Incorrect or incomplete documentation often leads to wasted points.


4. Technical Skills Test (When Required)

Many SDOs require technical tests for NT positions.

Examples:

  • typing test (clerical roles)
  • MS Office exam (admin positions)
  • budgeting/accounting test
  • ICT troubleshooting test
  • records filing exam

Skills tests measure what you can do, not what you claim you can do.


5. Behavioral Events Interview (BEI)

BEI evaluates how you behave in real situations.

RT BEI may focus on:

  • handling student crises
  • managing conflicts
  • designing interventions
  • supporting teachers

NT BEI may focus on:

  • handling administrative issues
  • serving clients/stakeholders
  • accuracy and attention to detail
  • problem-solving using limited resources
  • following processes and protocols

Use STAR method for all BEI answers.


6. Performance Ratings

For current DepEd employees applying for NT or RT roles, the last 3 years of performance ratings matter.

Incomplete ratings = fewer points
“Very Satisfactory” or better = stronger points


7. Specialized Certifications (Big Advantage)

Certifications greatly boost your competitiveness.

For RT:

  • Guidance license
  • Librarian license
  • SPED training certificates
  • TESOL/TEFL (for certain learning support roles)

For NT:

  • TESDA NC II/III (ICT, bookkeeping, office management)
  • RA 9184 procurement certificates
  • Civil Service HR training certificates
  • Financial management certifications

Certifications must be directly aligned with the job.


How Final RT/NT Ranking Is Computed

The final score results from:

  1. HR consolidating raw scores
  2. HRMPSB validating all evidence
  3. Verification of technical skills and assessment results
  4. Review of BEI scoring
  5. Deliberation and justification of rankings
  6. Creation of the final ranking list

The process mirrors Teacher I and SA ranking, but the metrics differ based on technical competencies.


Common Reasons Why RT/NT Applicants Lose Points

  • Experience not clearly aligned to job functions
  • L&D not related to assigned competencies
  • Missing supporting documents for duties claimed
  • Weak BEI responses (generic, no STAR structure)
  • No outputs or evidence of actual work done
  • Certificates lacking hours, dates, provider details

The strength of your documents determines the strength of your score.
